The UK and US have agreed to a important bilateral deal that will maintain zero duties on British pharmaceutical shipments entering the American market.

Agreement Details of the Deal

As part of the deal, the UK has committed to increase spending on drugs through the National Health Service (NHS). This commitment ensures that duties on these crucial exports will be held at nothing for a timeframe of three years.

This agreement comes after earlier warnings to hike duties on patented pharmaceutical products, with potential rates mentioned as high as 100%.

"This deal with the UK reinforces the international landscape for cutting-edge drugs and establishes much-needed equity to U.S.–U.K. pharmaceutical trade," a release said.

Commercial Significance

Pharmaceuticals are one of the Britain's most significant export categories to the America, which is easily the largest market for large British pharmaceutical firms.

Trade data reveal that in the one-year period prior to last September, the UK sold pharmaceutical products totaling billions to the US. This amount made up a significant portion of British export trade in that span.

"This agreement secures jobs, boosts capital expenditure and sets the stage for the UK to emerge as a worldwide center for biotech and pharma," the Business and Trade Secretary remarked.

Specific NHS Changes

The deal involves several specific commitments from the UK:

  • Higher Cost Ceiling: The UK will increase the affordability limit at which it considers new medicines to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to increase overall NHS spending on drugs from 0.3 percent of the national economy to 0.6% over the following ten-year period.
  • Payback Limit: The amount pharmaceutical firms must return to the NHS to control costs will be capped at 15%. Previously, repayments topped twenty percent.

Recent Tensions

The pact takes place against a protracted row between the drug companies and the UK government over drug pricing and NHS adoption.

The disagreement were exacerbated by claims that US consumers were charged several times more for the equivalent treatments than consumers in the other developed nations.

Recently, several large manufacturing plans in the UK have been halted or scrapped, while major expansions have been pledged toward projects in the United States.

The Science Minister stated that the NHS must invest a greater share on drugs, noting that its budget allocation on drugs had shrunk as a percentage of its overall budget over the past decade.
