Senate GOP Embrace President's Call to Replace Affordable Care Act

US lawmakers are working through the weekend for the first time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Impact of Federal Closure

The effect on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As weekend session got under way, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators welcomed the proposal, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the consumer," one senator said.

Another senator commended Trump's suggestion on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers expressed alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another lawmaker responded to the criticism of insurance companies by writing: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? In that case I applaud your support for Medicare for All."

Ongoing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of centrist lawmakers to end the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an offer to restart the government and continue the subsidies for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a 12-month continuation of the payments before discussing the long-term of the tax credits.

"Doing nothing is derelict because people will go into debt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.

Several analysts suggested that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump returned to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to secure enough support in 2017.
